If you want him to be Sif:
Farron Keep is almost certainly what ever is left from ulicil (DS 1 DLC)
Therefor somewhere inthere has to be the final resting place of Artorias
Therefor Sif should be around.
Ignore that Artorias Gravestone is in ashes of areandel.
If you don't want him to be Sif:
Disregard location, read the soul, remember that Artorias Grave is in Ashes of Ariandel.
Like most things in dark souls 3, it doesn't.
DS 3 opened the flood gate to time shifting between areas and moments.
So the go to explenation for everything ds 3 is: Time is ♥♥♥♥♥♥, no further correlations.
My personal opinion is that DS 3 reuses alot of DS 1 and some things of DS 2 just because they ran out of ideas, but that would exclude the possability that the story in myazakis head works out well and what they gave us just doesn't...
that one on the other hand wouldn't explain the bloodborne stuff we have in there, so I stick to my interpretation of ds 3: Ran out of ideas.
