Chimes have higher spellbuff, but no poise. Talismans have lower spellbuff but give poise. In the end, poise is the safe route.
If you want to buff or use spells from afar, Yorshka Chime gives a quite high spell buff if you have a high FTH. You do need to kill Yorshka though... so farm the concords first before killing her.
It's a good idea to have a Talisman and a Chime, so get both.
Buffs should always be applied with chimes. Talismans should always be used for offensive spells. But if you can only have one, go with the Talisman.
