You don't need to be embered to use the white soapstone. Make sure you're in a place where it can be used.

I see that I cant place it in areas where I already killed the boss..

you can place it when you already killed your boss, other people cannot see it if they have killed their boss already.

That said the sign cannot be used in certain areas.
Any boss room. Tutorial area, 1st part of road of sacrifices, shadow firelink shrine,
i probably forgot a couple other areas but i'm too lazy to think about it rn
