Lightning is good against armor and dragons.
I'm not sure what frost is good for. I remember it being good for like one boss.
Poison no idea. Never messed with the. Bleed seems random what it works on.
While there is some logic to is, looking up individual enemies/bosses for this info is a better idea. You could be surprised what enemy/boss is resistand or even immune to.
There are only a few enemies immune to poison/bleed/froms. One boss I can think of is optional from second DLC.
Also if you use elemental damage on weapons, keep in mind, that defense has 2 values: flat reduction and % reduction. This way splitting damage (with weapons you have physical AND elemental) does way less damage than AR indicates. So keep that in mind when trying out weapons.
Fire is what you want available for you to use, quite a lot of enemies react in ways to fire damage that will simplify your playthrough. It will not deal the damage it should compared to pure physical damage as explained above ( split-damage sucks, basically ), but the secondary effect on the enemy will be worth it.
So 'best elemental damage in DS3, allround': Fire
'best elemental damage against boss X': check wiki for weakness
As for damage per cast, probably a sunlight spear at pointblank has the highest.
