Is the storm ruler bugged?

I'm trying to fight Yhorm with the storm ruler but both normal attacks as well as in the stance I'm only doing between 32 and 50 damage. I've tried locking onto both his body and his head but I'm seeing no change in damage.
Normally I just have Siegward fight him but I wanted to do a run without Siegward.

Does anyone know if the weapon is bugged or what the hel am I suppose to be doing with it exactly?

Are you holding the WA trigger (key) so that the sword is engulfed in ... storm(?) ?

Hold it down until the weapon is essentially buffed, then do either a light or heavy attack while in the stance, aimed at Yhorm's head.

Hold Stance until the wind charges up to a state (you'll know when)
Then R2 in stance.

ah I see I need to hold it for much longer, I never knew it would glow white after a while. Thank you.

Yeah. That screwed me over for a few battles. Game didn't describe it very well.
