Good point.
And then we regard mechanics. Upon defeating him on the bridge after dealing a few thousand points of damage, he plummets to the depths of a massive cavern, crashes into the ground, and STILL becomes the most powerful dragon yet faced in a boss fight.
Fromsoft have very deliberately made every (actual) dragon in the Dark Souls game be severely injured before the boss fight (I ignore the Dragons in Demon's Souls). Kalameet by Gough's arrow (unless you did the absolutely painstaking task of shooting him down yourself), Sinh by Yorgh's Spear, and now Midir by your own efforts.
However, the latter was by far stronger than the first two.
Also, the Ancient Dragon (DS2) wasn't a real dragon... and ignoring that, he is a scrub. Just stick on fire resistance gear and go to town (he deals between 4-8 damage)... he doesn't have LOADS of health either (I think less than Sinh).
Dragon God... well, it's tough to tell when it's a gimmick fight.
Ancient Dragon (DS1) is an NPC, and though seemingly immortal and invulnerable... lore-wise a couple Sunlight Spears to his already damaged face would probably kill him.
We have to say that Gough is one of the Gwyn knights. Even though he's blind he MUST be considered a true dragonslayer. He knows the weak points of them and he's a huge Giant. With that i meant to say that he fired an arrow as big as Kalameeth itself though.
Midir for sure is vastly strong, he endured and preserved all the abyss under his control on the Ringed City.
Sinh is vastly strong talking about lore too. He endured all the poison of the Drown Kingdom (Shulva) and he, after all that poison, needed to rest but he didn't die! Till the point that Elana and the King jailed him in Shulva Sanctuary. And back to that, don't forget the knight that tried to slay him (i don't remember the name, York maybe?) He had the greatlance impaled through his heart AND HE WAS STILL ALIVE. Also he's a direct descendant of the Archdragons of the old age as is Midir and Kalameeth.
By the way the Ancient Dragon called himself "God" for his knowledge not for his power.
