Unpassable fog door in Ringed City? (Secret path spoiler)

Hello everyone.

As the title indicates, I've found a secret path that leads to a long ladder descending downwards into what looks like a chapel of some kind. There's a body kneeling before an altar with a sword on it and the fog door is behind it. It looks like it should lead to a boss fight of some kind.

However when I go to enter the fog door I get no option to enter. Has anyone else had this issue and if so, do you know of any workaround? Is there an item that I need to have to bypass the door or something?

Attack the dragon outside until he leaves

Beat up the dragon on the bridge, then check the fog door?
