Hunting for Lapp

alright, friends, I need some assistance finding Lapp.

I found him first in the Dreg, chatted with him, moved on to the Earthen Peak, talked to him there, died very many times getting the treasure he talked about, came back, he was happy I found the treasure, gave me a Siegbrau, and when I reloaded the area, he disappeared.

I've already beaten this piece of DLC before initiating this questline, does that affect anything? If not, where exactly is his third location? I saw a post about "near the second Ringed City bonfire, on the balcony overlooking the area", however I looked at every single balcony around the first and second bonfires, and there's nobody around.

Where'd the rat run off to?

Inner Ringed City on The Balcony
After that go to Ringed City Streets. Go out. Turn Left. Turn right before going up the big stairs.
Go up the Ladder. Turn left and fight your way through it. Talk to him.
After that go to Shared Graves Bonfire. Watch into the Hole. On the Left side you see red Fabric. Thats where he is. But beware. You wont like what you'll find out about him... :(

I should probably mention I found the Purging Monument, while doing the weird puzzle thing for the Streets. I hear that affects some of his dialogue.
