If you're considering the raw option, the sain bident might be a better choice, while it has rubbish damage on its own, it has very low str/dex requirements and at 60 faith it deals more damage than most raw spear do, has insane reach and can be buffed, which is where the damage will be comming from, don't infuse it.
Dexterity has minimal impact on lightning infusion, if you really want to go that path, just have enough dex and str for the minimal requirements.

Yes. Infusing a weapon with crystal, lightning, dark or chaos ruins strength and dexterity scaling, it still has some impact, but for those 30 levels, it's hardly 20 damage. It simply isn't worth it, all the damage comes from leveling int and faith.
So simply, you only need to fulfil the minimum requirements of a weapon, so you don't receive a penalty to damage and, in case of lightning, you only need to level faith. The cap on weapon damage on faith is actually 40 but I assume you'll want to be casting miracles as well and the cap for spells is at 60 faith. You can put the points you're not putting into str and dex into attunments and such instead.
