Seeker of the spurned not invading?
im trying to get wolf ring +3 so i went to his location, and the guy doesnt spawn

few questions:
1) Were you playing online when you fought alva in irrithyl? if not, that could be it
2) Were you playing online when you went to here in the ringed city? if not...
3) Did you beat all the bosses yet? if you did, then that could be it...
if that's not it, then i have no idea!

i beat all the bosses and was online all the time. is there a place i can find the ring? like where they got killed?

no, she hs to invade or else you won't get the ring... sorry dude... i have some spare one if you really need it right now

And yeah, either NG+ or ask someone. It's Wolf Ring +3, it's not useful and it doesn't count towards achivement, so you shouldn't need it ever.

Did you kill the spear's and midir?
If so revive the spear's boss and check back while embered.

You don't need to be embered for RInged CIty NPC invaders though.

Yup, can confirm, Ringed City NPCs invade you even when you're unembered. I love it, they should have done that with every npc in the rest of the game honestly.

Last rings? like for achievement? You don't need dlc rings for achievement. They didn't add nor change achievos after ds3 dlc dropped, same as with Shadow of Erdtree recently.
