With Heavy infusion, the infusion that boosts strength scaling, a D will most likely be a B or A.
Some work better with certain infusions while others are not so good
Infusing simply improves things, making the wapon more suitable to what attribute(s) you are using.
Leveling up an attribute will not affect the weapon scaling at all. If your chosen attribute happens to be the same attribute that a weapon has B scaling in, then your attribute will contribute to the damage more effectively.
No. Leveling the weapon improves scaling, but it depends on the weapon itself. If you want to use a Straight Sword as a STR character, you will have to infuse it with Heavy. The letter next to the Stat shows you how much benefit or bonus damage you will get from the scaling (hence the name). If you level STR to 50 or 66, but the weapon has weak base damage and weak scaling (E or D for example) then you won't get much from those stats and you can consider them wasted.
