Why 80 instead of 120?
I tried both weapons on the Firekeeper and the Frayed Blade did more damage on every single kind on hit (Normal, Heavy, Rolling, Backstepping, Weapon Art (Both of them)) than the Schyte.
I also then tried them on a PvP with and without parry/riposte and the Frayed still wins. Imagine how much damage it'll deal after I switch all that INT into STR
I am talking about the next scaling... both weapons scale primarily with DEX, that should be obvious
80 is typically a good stopping point for Dex builds (when you actually use a real dex weapon like a katana) because you can hit 40 dex and min str level and pump your remaining points into health/stam. Basically you hit full power at a much lower level and as such it is significantly stronger than other builds at that level
I already stopped at 40 DEX, so I do not see why stay under the meta lvl
Reread the last part of what I wrote? The power disparity between dex builds at 80 and dex builds at 120 relative to other normal builds is huge. Dex builds can hit full power at 80, other builds can't. So a lvl 80 dex build is better than a 120 dex build if you are specifically playing said build for pure pvp.

Here is an example of what I mean, near max level health/stam, plenty of vit 442 AR at lvl 75 (so 5 points into attunement or w/e you could use). Whereas a quality build for this weapon, which would have the highest total AR only has 472 AR for 27 more soul levels. NOT WORTH
That just sounds like an advantage for the DEX user. I've been doind fine at lvl 120. Rarely encountering someone who can obliterate my ass, if I would've stopped at 80 I would have found a lot less people to play against, and I'd have win far easier. Thanks, but I'll stay here

Stamina consumption > AR
For making builds, it's easy, look at the scaling stats you need, decide on a level to stop at, get to that level with any stats you need to get to the respec lady, respec your points into the slots until you run out of available points.
Typically 40/40 in a split scenario like Dex/ Int., and good enough HP and Stamina.
