what's the best pve bleed weapon?
and should i infuse it with hollow or bleed?

If you really wanna bleed go for bleed infusion Luck scaling for for more damage bit bleed while bleed is the opposite.
Mostly anything that have a bleed aux work when reinfused. But if you REALLY want a weapon
Crovian scythe My favorite my jam.
EDIT: After few runs and attempt to make bleed infusion work in PVE this is not a good idea.
Bleed is EXTREMELY PVP oriented. you will get outdps by mostly anything

Just saying most of the runs my friend had Curved Wolfie sword (very fun weapon) i had to bleed the ennemy to get a kill on ennemies withing his 1-2sec kill time or else i'd go to 3-4 second kill time with Uchi, Onikiri, Crovian ( D:), Spiked mace and barbed SS
Bandit dagger was around 6 seconds
You MIGHT wanna try bandit twin's i heard they are amazing for bleed infusion
EDIT: Where you shine the most are bosses that does not resist bleed. Now this is your time to shine.

Warden Twinblades and the Frayed Blade bleed vulnerable enemies in like 2-4 hits.

Exactly 2-4 hits take 2-3 seconds to land a bleed while the wolfie curved sword just takes 2 hit on most of ennemies wich is around 1-3 seconds

For PvE go with Blood infused Warden Twinblades and Sharp Carthus Curved Greatsword on switch and Hollow Target Shield offhand, with a dex/luck build.

Frayed Blade bleeds reliably with its WA, but the above setup will cover all your fights in the game since Blood infused WTB has insane bleed build up, while Sharp CCG is a beast with S scaling and over 500 AR after 40 dex (which you should get even higher) and staggers most enemies that normally won't flinch with weapons like katanas; it can still accept resins too.
Enjoy.

All other bleed weapons are less capable/useful in PvE.

I haven't tried it in PvP, so I can't comment on that aspect.

Warden Twinblades already do Bleed proc. Infusing it with bleed is a waste of damage.

Not at all it double the bleed now. Bleed infusion give minimal 30 bleed and carthus give 20.
30 bleed on small weapons. i belive it give 40 on wardens.

The bleed build-up they cause with the blood infusion is so high (every two hits on non resistant enemies) that you won't care at all about the physical damage they do. That's what sharp CCG is on switch for in case you need to bash stuff.

Edit: just checked on my character:
with 45+5 luck
normal WTB 37 bleed
blood inf WTB 80 bleed

no comparison
