Saiga FA special weapon on the Destroyer class is bugged?

trying to do a contract where i kill things with special, and whenever i get the saiga, as soon as i pull the trigger it locks my view in place, can't do anything but strafe. appears to do basically no damage too even if i do manage to line up a couple hits. this thing just completely bugged?
