To sum it up, but everybody already mentioned it:
- Three fully fledged campaigns (each can be played right from the start, without the need of completing any other in advance)
- Online multiplayer
- Skirmish, meainig player with AI against AI
- Online multiplayer with and/or against AI

I have a question regarding Skirmish vs a.i, will there be any custom settings to allow us to change things up? For example will i be able to pick a map, then choose how many a.i i would like to fight and who to fight. Russia vs Allies etc. Or are we locked to 1v1 Axis v Allies/USSR etc?
You can for sure set the AI's difficulty as well as faction and doctrine. As every player can select from 3 generals/doctrines per faction, which also applies for the AI, this option has been added as well.

I buy games like this for the Skirmish mode as that is what I end up playing the most.

Yes, the singleplayer-campaign will be playable in Steam Offline mode.

So far I can only tell that there are leaderboards. How thos will look like in detail and in the final game, I cannot tell so far, but will check that and get back to you as soon as I have more details about that.

Local Coop simply means you can play via Lan with friends. So this means playing with and/or against friends and AI.
