First encounter with Luculla map. Find witch cabin. Enter the cabin by talking to the mushrooms (house sealed by purple barrier).
Enter house. Encounter Hiberheim map. Clear map.
Return back to Luculla map. Explore Silverglen town. Explore toward the mines. Sneak through mines.
Return to Silverglen. Go toward sandstorm region.
If you know what you are doing up to two levels difference can be easily managed. With level 13 I would advise to enter the Silverglen church, speak to Lois and go through the Immaculate trials. Alternatively spend some time acquiring boots with the skill "Immunity to slow" and head northwest into the Luculla wasteland fighting spiders, which afair are level 14. Or - third option - head northeast, kill some orcs and start the road to the Luculla mines.
The Luculla/White Witch lair/Hiberheim section has multiple options for progress. I played DOS EE multiple times and found the following way the easiest: Enter at level 9/10, stay in the forested area around Silverglen reaching level 11, enter the White Witch lair and level to 12 there, enter Hiberheim and level to 13/14 in that region, return to Silverglen, finish the Immaculate trials and you´re level 14 (guaranteed) or 15 already (exploiting all options to gain experience like winning charm games and killing afterwards nevertheless.

This guide offers good pointers on what locations to clear depending on levels. Clearing each one of them thouroughly would allow you to actually attain level advantage before the next.
