So first time ever ever yes I too noticed the meteors. All my characters are level 9.
What I did was have each of my 4 characters have healing potions and at least 2 characters with Resurrect Scrolls.
So my party consists of a healer and a Ranger who has first aid. I also had a bunch of consumables.
Have each character drink fire resist potion and immediately go thru the dialog fast to advance the fight. I did notice only 1 of my characters have a 1 turn left when metoers came down but i believe it helped a lot.
After 1 or 2 deaths I used healing potions on each member and resurrected if possible.
I skipped my turns of battle and instead focused on healing!! once I was fairly stable I attacked the minions.
I also was able to stun/freeze Rex for a few rounds which helped hugely!!
After defeating all minions it was easy enough to just attack Rex and voila.
I recycled healing a lot, resurrected a few times during fight. Even if it was last minute so my character can get the xp. It was my rogue who died and was offline throughout most
For his opening Meteor Volley try starting the fight by sending in a lone character protected by a Fire Absorbtion shield (you probably have a scroll of this in your inventory) while the rest of the team waits in the room where the doctor was. As soon as the character's turn is up s/he should immediately use a teleporter pyramid to rejoin with the rest of the group waiting to ambush Braccus and his cronies as they make it to your party one by one without a truckload of action points to spend on attacks because they used all of them moving over to you.
From there it's all about using the right skills and elements to shut down or even destroy each foe as they reach you, it should be a simple enough matter to deal with each of them piecemeal.
TLDR: The Teleporter Pyramids are the most powerful tool in your arsenal, they turn overwhelming odds on their head squarely in your favor if you use them properly.

Yeah, I ended up doing this too. I felt like I was cheezing the game but tactician difficulty forces you into it sometimes.
1. Place your party just before the door of the boss room. Seperate your tank from the group.
2. Make sure the tank has a pyramid.
3. Use Immune fire scroll on him just inside the boss room
4. Run your tank towards the boss, in dialog hammer on "1" key to close the dialog asap
(The fire meteors from braccus dont deal much damage because of the fire shield. )
5. Use rain skil from someone still in party to stop potential burning.
6. Open inventory, use pyramid to teleport behind the boss room door
7. Reunite the tank with the party.
(what happens now, is that braccus will stay in the back of the boss room, but the adds will fight you. This is exactly what you want, it takes an entire turn before the first add reaches the door, so you have extra action points)
8. put smokescreen just inside the boss room so that no range attacks can come through the door.
9. examine all the adds for finding weaknesses, and then it's easy kills!
10: Kill braccus by placing the tank just inside boss room, and let him come to you. dont walk towards him with the other party members. I killed all of them while standing outside the boss room!
That's it!
Pretty much what I did, except I used Wolgraff to stealth into the room, cast float, got his attention and TP back to my party who were by the doorway.
You will get curb stomped if you stay in the room as you will just get caught in a nasty pincer manouvre. I dealt with the bosses 1 by 1 and kept casting smoke screens with grenades and arrows to force them into melee range, then used backstab and flank to great effect.
