Outside the north west gate, it's just to the right of the cyseal north teleporter if you are looking towards the walls.

mind taking a screenshot of her exact location? i dont seem to find her, she may be bugged so i dont wanna run around looking for a bugged character

If anyone gets stuck looking for her again, she's near the legionaire kitchen/quartermaster, sitting in front of a table with a map with a red cross on it and sorrounded by three large red tents.

All the red makes her hard to spot at first, look for the chairs.
