Quartermaster should, since i believe she carries EVERY crafting item in bulk. Unless i'm misremebering that.

You could also try the Innkeeper. If that doesn't work, hit alt and try to steal some bottles.

There should be an option to steal the glass from the windows & use the forge to do some glass blowing. The same as I think there should be casts or molds to create nails, arrow heads & grenade canisters from the steel or iron bars.

There are bottles in a lot of the houses, shops & king crab inn, but I tend to make molotovs with the AoE & continuous DOT compared to smashing the glass bottles to make armour piercing grenades. Same for nail bombs (& lock picks) as there just aren't enough in the game available to make it worth while wasting them. Save them for modded boots.
