2) XCOM, it has a future sci-fi feel and is not so much RPG as it is a galactic war simulator
3) final fantasy tactics, not exactly what your looking for but its the best tactical rpg ever made. best story, progression, all around better. although its in medieval style setting it is extremely gritty and doesnt fit in with any other FF games except maybe 8 due to how dark the game is
Xcom 2 is out soon as others have said before. It's definitely a very slim picking genre.
If you have a psp/vita, Tactics Ogre is also really good. But in the fantasy setting similiar to FFT.
Most fans of the original Fallout games would like to pretend it does not exist. As buggy as ♥♥♥♥ that game was, it still gave me hours of fun.
Yes, you can totally send your sniper to some higher ground to support your shotgunner or machete welder down below. Turn based and real time, depending on your preference. If you're familiar with the SPECIAL system, it shouldn't be too much of a hassle to get into. Though anything non-combat related is pretty much useless.
I have no idea of it runs at all on modern systems though, might just get Wasteland 2 instead of it looks too dated for you. Or Hard West (it looks good).
