Ah so the area I'm supposed to go to is in the witch' cabin that's blocked by a barrier that I assume will be turned off after I smh do level 14+ stuff? Is this supposed to be good game design?

It's not. That's why a lot of peeps missed it. But it is what it is.
Horrible design choices, getting permablocked by broken crap, seriously for a game this old it sure feels worse than a lot of recent releases. But regardless, anyone got anything for level 18?
Which quests have you completed? Also wdym by missing dialogue options?
You'll end the game at level 20-22, and levels past 16 don't exactly strengthen your character that much. Those just prevent the level suppression from happening.
