Can't complete the Elf-Ord Blood Feud

I killled all of the guards in the Legonaire prison and now I think I've locked out the Elf-Orc Blood Feud quest. I've pickpocket Eglandaer and reported him to Aureus. The legionare comes to arrest him. Their dialog happens. Then the legionare just leaves and Eglandaer stays behind. I can't talk to him and he doesn't appear in the legionare dungeon.

When I go talk to Victoria to report that he's been arrested all I can say to her is "I could have him arrested."

Did I miss something or have I screwed up this quest?

I just ended up killing him and telling Victoria. That completed the quest.

I just posted elsewhere a tip about this. After you have arranged for his arrest it appears that you need to witness him being arrested, and you need to make sure that if you are in the room there is a clear path between Eglandaer by the cupboard, and the doorway. The first time I tried this, the legionnaire left and he stayed in place, as you say, not speaking, and stopping feud completion. When I kept a clear path for him to exit, everything cleared, I then teleported into his cell and gathered his belongings. Additional mini spoiler, his key is not used in the Inn cellar, but possibly is required to open one of the chests in his room.
