Doing most quests on tactician mode, my characters were level 20 at end.

Roughly 20 unless you just kill everything simply for exp then looking at 22-25 if your lucky

22 in the original, you might be looking at an old guide... 20 is about right for EE, they removed a lot of mobs (xp) from the original to the EE (10% actually) and it is reflected in the end game level. Make sure the guides are for EE and not original, the changes were many...

Zixzax at the End of Time is level 26, which is an oddly specific number.

Is that a hint from the developers re what the theoretical maximum level you can attain is, by the time you've done everything?

Or just a high number to make it hard to defeat him (you can attack and kill just about any NPC)?

I swore I read the cap was 20, but on tactician you'd think you'd get there faster with more XP because more enemies

I want to kill the lady in Cyseal market who says "Halibut, sheep's cheese, tomatoes"
Over and over every 2 seconds
So annoying
But I don't want the reputation hit, or heartless

Actually there is a lot of repeating dialogue that is annoying! The amount of times I've sat there min/maxing my gear and suddenly realised that's the 20th time an NPC has repeated some stupid story!

Now that would be a mod I'd use, to at least make them say it once every 15 minutes or something instead. Not sure if you've played the Pillars games, but I had to mod out the narrator in the second game because she sounded like storytime in preschool.
This game actually has really good music, and voice acting in my opinion. That was where Pillars failed imo
Just wish they didn't repeat it over and over when I'm trying to shop

There is a mod that allows adjusting NPC chatter, though I'm not sure where I saw it.

Look for the "A Quiet Day on the Market" mod on the Nexus.

Holy crapoli this fight with Braccus and his minions on tactician takes some creativity.
Had to look it up, using the door as a choke point but I think even after I waste all the minions he will one hit my party again
Good thing though I hate playing too easy games
Some are like that even on the hardest difficulty - Witcher3 for one

You might have read that, but it's 100% incorrect misinformation.

There is no such thing as a "max level" in this game.

However, your level is arbitrarily limited by the fact that there are a limited number of enemies in the game world, and therefore a limited amount of EXP in the game world. But that's a different matter entirely from the concept of a "max level;""max level" which would mean that this game has a level cap, which it does not.

If you beat absolutely everything and do all the quests on Tactician mode, then you will be around level 22 or 23 after the final boss is done.

Although for some players, they have ways to bypass the exp limitation because sometimes a bug occurs wherein the enemy named Maradino will keep resurrecting his allies infinitely (even though he isn't supposed to do that), and you get new exp every time you down them again ... in which case they could be any level they want to be, depending on how long they farm Maradino's allies for.
