Can I get Pet Pal later?
Would like to talk to animals but do I have to select a specific class for that at the start?

No, you can pick it up as you level, but there are some important quests early in the game that will benefit from it, so having it as soon as possible is the best

You can pick Pet Pal on any "class" (there are no real classes in D:OS btw) right from the start or whenever you get another talent point available. I did some of my playthroughs w/o Pet Pal. Still lack of it may lock you out of some quests and useful intel/tips so I suggest taking it asap if you plan on having it.
