Vendor NPC Inventory reset?
When / what are the conditions for vendor reset?
Me and a buddy are both an archer so the crafting materials for arrows and upgrading bows are even more rare, in addition to using the same skill books

After a level up.
Althou every hour of game (or so) some of the vendor might refresh some of ther stuff.

All vendors refresh after a set amount of time,it is more than 1 hour though. There are 3 vendors of material to craft arrows in Cyseal and 3 vendors in Silver Glen. You can access Silver Glen already at level 1, just use a caracter with invisibility.
