How to learn new spell?

So scarlett (mage) lvl up, and i put new skills to witchcraft and it allows me to learn new spells. But when i check my spells list i do not find new spell. Why?

You need to buy, find or (in some cases) craft skill books to learn new skills/spells. There is a trader upstairs in the King Crab who sells witchcraft spell books, and others in the marketplace and legion headquarters, etc, who also regularly sell spell books.
