Report a translation problem
A lock level of 99 means it's not supposed to be opened by any other means than either story code or the key for it. I think will not even open with a magical unlock scroll, because if I don't mix up numbers, magical unlock scrolls can open locks up to lock level 50.
So without finding the key, you will have no luck.
And ... I don't remember any metal chest with a 99 lock level, but it could be one of those dug up from a grave at the Cyseal church graveyard. (When I play, I never bother to examine chests because I know all the keys.)
And how do you "know" a key, anyway?
It's a chain of keys, one is directly dug up and the others are all in such containers, always for the next chest until you finally dig up the last one with possibly some nice treasure in it.
There are several ways to deal with the bombs, water is one and chain reaction is another.
Oil can slow them when they approach and oil is also lit by fire ...
I know that there are keys for almost every chest and door because I played through the game several times already. Most of the time, the keys are pretty close to the object they open. The only key that comes to mind that is very far away from the chest it opens is the key for Braccus Rex's chest.
