Yes, arrow and camera stays in the same spot and you are only turning camera around your char, changing the direction you are facing with the camera (unless you press L Analog, which allows you to move camera freely)

and if i am not wrong you played the game before right? you cna also open the map.. what is the problem with that.. so it does not work.. try playing it without it.. its not an gamebreaking thing. that is normal for old games.
