If you can use a wand at all, you should be able to invoke its special powers without such requirements.
But of course it looks better, if there is something shiny on their new invention - wands.
All for the effect, masses of stupid explosions, useless spells on gear, etc.
(People like that, impressive effects on the outside, nothing inside, the recipe for success for almost all Hollywood movies ...)
I can understand that as a possibility, since we often get to cast a spell when the enemy is in sight, but not yet engaged in tactical combat. AP wouldn't matter there, but I still don't see how to trigger the effect.
When I equip a wand with the Fireball spell, it appears on my action bar at the first empty slot (there's more than one action bar, so if the first is full, swap it to the next ones to see).
If it's not the case for you, you can open your spell book (the thing which lists all your spells from all your schools, under your character's portrait), and select the "item"/"gear" tab to access it.
Then move it on to your action bar.
When you equip the wand it always places the icon on your hotbar. If the currently selected hotbar is full it will place it on the next open slot it can find on another hotbar. Flip through your hotbars until you find it and move it to the hotbar you want it on.
