Bugged Scoundrel Buffs

A few times now I've noticed than my main character will enter a bugged state where in he is not allowed to receive any scoundrel buffs including invisibility from walk in shadows.
He has enough dexterity to give him 130% chance to apply the buffs and usually the log will show him using the skill but no buff is applied when in this state (nor will you be told it failed) not Fast Track nor Winged Feet, nor Walk in Shadows - haven't tested others, but even in this state he can still receive regenerate, fortify, bless, burn my eyes, karma, etc.

but there doesn't seem to be a fix for it other than to keep playing and eventually your character exits the bugged state - restarting the game doesn't fix it
