if you keep the ore, then no. you don't get the skill, enjoy your rot.
the archer gets the skill when she joins so she can mine and use tenebrium naturally.
everyone else gets it from the guy or from the book how to handle tenebrium.
Brandon - the quest giver in Silverglen - is content with a single piece of ore. No need to give him more. However, as far as I remember, he'll take all the Tenebrium ore you carry with you if you have more than one piece of it in your characters' inventories.
So it's advisable to send all but a single piece of the ore to Homestead - or deposit it in some chest/crate/barrel - before talking to Brandon to finish the quest.
... unless you never plan to do anything with the ore (like smelting it to bars to put tenebrium damage on weapons, or simply sell it).
I do not know Witika, must be one of the Henchmen. I never looked too closely at them.
