When do these start showing up reliably. I'm level 13 and, I'd estimate, roughly 1/2 done the second map, just finished the Tenebrium quest.

They show up reliably from the Elemental Skills vendors in your Homestead. That's pretty much the most important reason to unlock each and all of those Elemental Vendor rooms.

Also, craft them from scrolls and blank books to get them quicker. You need level 4 for master I believe.

I've only seen a few Master scrolls, and making them myself requires a pretty rare/expensive resource but I'll try some.

OTOH, I just found two more Stones so I can open, I think, three elemental vendors at HQ.

How do you unlock multiple vendors? I went back to the Homestead, talked to the statue and unlocked Frost. I have two more Bloodstones in my inventory but can't use the statue again.

you have to drain the bloodstones by using them to open rooms.

Each new Starstone that you find, and/or each new Bloodstone that you find and use, will unlock a new room in your Homestead, up until you've unlocked them all, at which point you will then have a few spare Bloodstones to use at your leisure (presuming you find all the Bloodstones in the game).

And just having the Bloodstones in your inventory isn't enough to open a new room. Rather, you have to use the Bloodstone to open the new room (and if you use it on quests, then this also counts as you using it for opening rooms too ... in other words, you don't lose any rooms by using Bloodstones on quests).

Should I wait to use them then? I've heard I only need two for the plot. Are these the stones that do stuff like heal the entire party?

Yes they heal the entire party, so they are useful during the final boss fight.
Follow this walkthrough and you will find all blood stones, and you don't have to worry because you will have some extra blood stones, after you use four of them to unlock the four Elemental rooms at End of Time:
