Going above Tenebrium 3 seems like a waste of points because I found only a single 2-handed item level 20 Tenebrium hammer that requires Tenebrium 4, everything else requires maximum Tenebrium 3.
Putting the Tenebrium enchantment on Weapons requires level 3 which you already have.
Classic still had at least increased Damage with Tenebrium weapons for higher levels of Tenebrium but with the Enhanced Edition, Tenebrium has become a mere gating mechanic.
In vanilla EE, the crafted elemental damage boosts are 15% of base damage while the crafted Tenebrium boost is 30%, much higher.
What you described above seems like a bug and I suppose it's really unintended.
