They redid alot and gave everyone the enhanced for free. You can search for the changelog between the two versions. Best Devs ever!

Both installs are different so downloading one doesnt help the other.

The main reason for also providing D:OS Classic is for those who don't meet the system requirements of the Enhanced Edition (Classic is 32 bit and in Windows uses DirectX 9c; the EE is 64 bit and requires a GPU with hardware support for DirectX 11, and thus Win 7 SP1 or later).

Unless I've missed something along the way, D:OS Enhanced does not have a save game editor available for it, like classic D:OS. Or maybe a better way to say it is that the game editor which is available for classic never got updated for enhanced. Or at least I don't think that it did. That's not important for some people. It is for me, particularly for replayability.
Correct; the source code for the save editor was released, but nobody ever updated it for the EE. There is a CheatEngine table for the EE, though not as extensive.

There are also some standalone mods for D:OS Classic that were not updated for the EE.
