Is this locked at 720p?

Screenshots are starting to come out and even at "1080p" it looks really jaggied. It seems like they ripped the 720p version straight from PS3.

It seems internal resolution is locked to 720p and its just scaled to whatever res you choose

yeah it seems so, the game looks horrible, well but the art style is amazing ...
