Is there a skill system like Xillia or Vesperia?

Hardly, there's an EX gem system which once getting a level 1, 2, 3, or 4 gem you can set to a character and set a skill. (for example lets say you got a level 1 ex gem and set it to lloyd, that would let you pick from 4 skills
Strong, which increases strength
Tough, which increases defense
Taunt, which lets you taunt
and Sharp-eyed which increases accuracy.
Each character has 4 EX gem slots so lets say you got 2 level 1 ex gems and set them both to lloyd as strong and tough; this would give you a compound skill called EX Attack which increases the damage you do to enemies that are guarding. Of course the usefulness of each ex skill and compound skill increases with the level of the ex gems themselves so they aren't all that useless. Sorry if this was a bit confusing to read


tl;dr: yes, but no where near as deep.

Some characters also have useful default EX Abilities such as Zelos who can get items from women by talking to them (no matter the age) and Regal apparently gets you discounts which is also neat.

there is another thing about these skills! if you have more S type Skills (Strike) then you will get Artes of this type. If you have more T type skills (Technique), you will get the T Artes. This decides wether you get double demon fang or fierce demon fang. or with Genis you can get either Absolute or Indignation. and so on. but you can still mix it! when you learn an arte from T type, then change your skills to S Type and learn a new S type Arte, you will still keep your learned T Type arte. but if you want the arte from the other Skill Type, you have to unlearn the corresponding Type Arte. also, you can see which arte you can learn by the blue letters.

Not to forget to mention that diffrent combination also triggers diffrent results. But some are restricted only for certain chars so the same combination on another char don´t needs to trigger the same result. To find out if the combination triggers anything you need also to do at least 1 battle if i remember it correct (to much time pased since i played this game for over 100 of hours on my GC)

It starts to get really funny when you do several NG+ rounds for an Gem that has the abilities of all 4 gems in one but only drops from the Final Boss. So basicly if you want that all 8 chars have these gem 4 times you need to "complete" the game at least 32 times.

In combination with an total amount of 16 abilities (4 per Gem lvl) to combine it takes an insane amount of time to find them all for every char. I tried it and somewhere gave up after some time cus it started to get a chore always to switch them and wihtout of an list it´s nearly impossible to do.
