Buffalo-Utica Help

I'm having a problem with the Buffalo-Utica license mission. One of the requirements is that you have to have at least $170, and I have met that requirement, but everytime I try to buy the license for the Buffalo-Utica route, the game says "License purchases have been suspended" or someting along the lines of that. Is this an issue, or am I doing something wrong?

Read under the quest who your supposed to give it to and where your supposed to go.

You need to go to Utica and talk to a guy there
