Yeah that 'You've got a potatoe computer' crap is getting a bit silly - like the old thinking that 'verify integrity check' can cure even cancer.
Turn your res down as low as it goes but still fill your monitor - the graphics won't take a hike (there's a few other games that have come out recently like this - One Piece being one of them)
On top res there's a 30 FPS lock. Lowering your res should pick that up around 45 / 50.
The game is intentionally slower than Smash Bros or Rivals for the sake of kids who wouldn't otherwise be able to keep up with the action on screen.
On that same note always play on top difficulty because it's just barely a challenge if you're over the age of twelve. ie; 'Student' is the lowest difficulty and if you have it selected the enemies won't even move; just block every once in awhile.
