Just to double-check, are you still encountering this issue? If yes, since you have mentioned that the other AC titles you own launch with no issues, would you mind trying the following to see if this may get you a different result:
1. Delete the Download Cache on Steam. That can help with certain issues.

2. Restart your PC and login to Steam. Once logged in, try to repair your storage folder as this can also help to resolve certain issues with game files that are damaged, missing or corrupted. On the Steam client, click on Settings >> Storage >> click on the 3 dots on the top right >> Repair Folder

You can try and launch the game in Compatibility mode. We have an article on how you can set it up (depending whether you are using Windows 10 or Windows 11)
