Why does Gold Edition don't have all DLC ?

Just bought This game for the first time so i have little to no ideal about the Content Released history of this game. All i understand from the good old Ubisoft past was the fact any game came with Highest bundle always have full access to all Past dlc content, even a Game so forsaken like Watch_Dog has ultimate edition that did just that.

May we please know what DLC you're referring to?

The Gold Edition comes with the game and Season Pass, the content of which can be viewed here[www.ubisoft.com].

I understand that 'The Dreadful Crimes' is not part of the Season Pass and the is likely due to being a timed exclusive for PS4 on release, coming to PC later but never to Xbox.
