There is no such option in Win11....but the solution was to set VSYNC to 60hz.

to fix the issue => main menu/option/video/display => vsnyc = yes and refresh = 60hz : It works . Thank you !

Still an issue in 2023, the affinity fix worked. Thanks! In Windows 11, go to Task Manager > Details and right click on ACS.exe to set it

This fix didn't work for me at all. I tackled him a billion times and killed him a hundred times; tried all different affinity combinations but nothing worked.

After I tackled him to the ground, I hit "F" to use the throw action. For some reason this triggered the cutscene. Hope this helps someone else out there.

The game will be really laggy but it is the only solution I can find you also can select all CPU options back again after you tackle the spy

For those who have modern intel cpu's with e-cores should disable them beforehand
