Report a translation problem
Edit: Before anybody goes on a rant about me not owning the game or playing a bootleg yes, I know there's no mouse icon. I got the game through Uplay for buying an SSD off of Amazon. Ubisoft support keeps logging me out which is why I'm here.

Unfortunately, this is not a fix. This is simply putting it in the "Fullscreen Borderless" state, as mentioned by the OP. This will significantly reduce the fps.
If I had to take a wild guess, I'd say it had something to do with 4K resolution monitors. Many older programs have trouble scaling with those, so maybe VC Redistributable 2012 is the problem?
Seriously though, come on Ubisoft. This game was released in 2015. I'd expect not to be having this issue in 2017.
If I'd have to guess. This has got something to do with our windows having default 125% on font scaling. (Older screen with less resolution doesn't have this option. And the default for 1080 is normally 1080 because otherwise the desktop icons would be too small)
I have zero idea on how to (properly) solve this though.
You sir, is amazing. if you change windows default scaling to 100% it works like normal. It is annoying to change it back and forth every time, but it is something.
How do you change scaling?
