Report a translation problem
There is a known problem with some of the more recent Nvidia drivers. Search the recent threads and you should find more info.
If that is the issue, just using a previous version will sort it. The threads will have more info and which drivers work.
Also, your specs are fine. Might want to get a bigger SSD though, lol. ;)

No you dont. Unless you have PCSS shadows and HBAO+ Ultra deactivated. And even then its more like 60. Stop telling lies. But who knows, maybe you play at 720p, then it might be true.
Even benchmark systems with better hardware get only like 40FPS. With all settings on max. The Nvidia gameworks effects are just tearing the engine apart. I recommend disabling PCSS shadows and HBAO+ Ultra. Then you usually get almost twice the FPS.
He said full HD, so that means 1080p. I mean even I get higher than 40 with a 970 at 1080p, so it's not that impossible to believe his fps from my perspective.
ps I suspect if I disabled the 60fps cloth physics I added I may even squeeze a few more frames. But not sticking to ultra high, going back to very high settings where I get a comfortable ( for me) 50-75 depending on the scenario.
