Worked for me, don't have any more crashes when launching unless I f***up the .ini too much.

Other thing you can do is, set the exe in compatibility mode to your windows version and run it as admin.

Yep, it's odd but it is 100% the issue in my case. Here's the instructions I followed: https://www.techjunkie.com/enable-all-cores-windows/#:~:text=Type%20%E2%80%98msconfig%E2%80%99%20into%20the%20Windows%20Search%20Box%20and,from%20the%20menu.%20Select%20OK%20and%20then%20Apply.

I spent *TWO MONTHS* talking to utter garbage Ubisoft support telling me to "update windows, and my graphics drivers, and verify game files", before I finally found this thread. To anyone with a high core count (> 20), this is the solution to the problem.
