I just got it to work when using the UBISOFT CONNECT instead of the UPLAY. so download the ubisoft connect from the ubisoft store page and then rerun the game it will work just perfectly :)
Interestingly, Ubisoft doesn't show that I own the game from their website though it does show other games I own with them, all of which have been purchased through Steam. So maybe something is up between the Ubisoft Connect app showing ACS, but not matching my account when viewed through their website? Idk, just spitballing ideas.
Somehow I seriously doubt it. I've got plenty of Ubi$soft games, most of those being wihting the AC franchise and whenever I log into their site it perfectly displays all of my acquisitions. But then again, most of those were actually made throught their Launcher/Store, either the older UPlay or Ubi$oft Connect, apart a couple of AC titles that to reacquire those through Steam (since I couldn't do it in CD-DVD anymore and most of those were occasionally removed from Ubi$oft's site).
What I'm supposing that it's happenning is a serious bandwidth hiccup between your ISP (Internet Service Provider) and the Ubi$oft's validating servers that are making that sort of blundering misshaps to occur (even if temporarily).
And as an example, I present my way longer and thinking logging into AC IV: Black Flag to keep replaying it because it was stuck upon loading the main game's menu for a few minutes, a thing that rarely happened to me.
What you need to get is Ubisoft Connect. Once you get the uPlay, go to Ubisoft page and download Ubisoft Connect. It should automatically replace uPlay, with your game accessible and playable.
Maybe a poll of Steam members would convince them to enforce their original rules on distribution.
