Sure thing, and just to clarify; you mean the outfits "steampunk for Evie" and "Victorian for Jacob" right?
Because I've heard that some people were having trouble with the Victorian and Steampunk "packs". I only mention this because it seemed to be only happening for people who bought the season pass, not gold edition like me. Also I think this was only an issue for people who bought it on uplay only.
AFAIK not quite true - the... Darwin and Dickens Conspiracy is (currently?) pre-order only.
I was mostly referring to the 2 $4.99 outfit packs on the Steam Store right now - Victorian Legends Pack and the Steampunk Pack, which I assume include costumes for both characters, respectively.
I see that there's two additional DLC listings for a price of "N/A" - Steampunk Outfit for Evie and Victorian Legends Outfit for Jacob, but I'm wanting the other packs that are currently priced at $4.99.
Just noticed that, apologies for any confusion, I pre-ordered the gold edition but didn't know that was a bonus (timed). But I'm pretty certain that those missions will eventually be available for all who purchased the season pass. I guess these missions are just a timed exclusive as incentive to preorder (a business tactic which I dispise).
Oh I see the n/a items are the ones that I gave you the fix for. The $4.99 packs are what I was talking about with people having trouble accessing them. To check if they are installed in game; the weapons in the pack are at the top of the weapons inventory. They also have certain requirements to meet before you can access them in game (weapons and outfits) but they should still be grayed out in your inventory if installed.
If when you check and don't have them grayed out or otherwise, I recommend checking the Ubisoft forums and send a support ticket. I also heard that there is regional restictions in some countries for these packs. If you have these restrictions, see if you can refund the packs. But definitely check the Ubisoft forums as I have heard of this issue but don't have it myself.
