Question is: are any special in-game prerequisites for this mission? (I finished 4 other train missions including Long Night and all but last one sequence 4 missions)

Or there are package-specific limitation?
I have Gold(RU), season pass and Jack Ripper included, but not bonus costume packs.

Or we are from wrong country or language or gender or religon or ... ?

I think this mission is big ben edition exclusive. It will release as streets of london gameplay pack along with the preorder bonus Darwin and dickens conspiracy sometime later free for season pass holders.

For russian season pass - found in Uplay Dlc description: will be added later, date not specified.
