Report a translation problem
I am having the exact same problem as per you stated ... basically like you had it, each time I attempt a purchase returns an error message.
I have also sent a support ticket on the Ubisoft, and hopefully more pple will report this issue with tickets ... so that Ubisoft will address this problem asap.

If these steps did not help, I would contact Steam support, as there seems to be an error connecting to their store on your end.

It seems like theres something inhibiting your games connection to the Steam store. Currently there are no server errors or maintenance, so it is possibly an issue with your steam clients connection settings.
Please try the steps listed in the link below, to see if this resolves your issue.

Are you attempting to purchase the credits via Steam or in Game? I would suggest attempting to purchase the credits in game first, to see if this error continues.

I bought the game on steam and I am trying to purchase the helix credits from the in-game e-store, but when I choose any of the helix credit packs I get the following error displayed in the steam overlay: "Something Wrong happened. Please try by accessing again through the in-game menu." I have included a screenshot of the error as well as the a link to the error page.

At least the Social Glitches give ten credits each, only 100 till I can get that scanner lol.

After reviewing your account, our records indicate no initialization failures for purchase attempts in this title.
Unfortunately, this is likely an issue with Ubisoft or the UPlay client. I understand that it can be frustrating to be redirected when you have a persistent issue, but there is no indication that anything is wrong on our end.
Please let us know if you have any additional questions.
I got the following response for the Ubisoft Support:
"I must also make you aware that at present we have disabled online transactions for Assassin's Creed: Syndicate.
At this time we do not have an approximate time for when you will be able to purchase the Helix Credits"
You know, it's probably just a glitch...

Thank you for this information. Too bad there isn't a place Ubisoft could have placed this info. Like maybe a place where questions are asked, frequently.
