This game still uses same rank system as unity. You can upgrade them to higher ranks to make your gang stronger aswell. So going to fight rank 9 blighters with your rank 5 Rooks(gang name) will make you and your entire group get slaughtered. Enemies 2 levels higher than you still make it hard for you to kill them in groups of 5 or even more.
By customization, you mean colours etc.? You can't. Green is their icon lol :p
Second, it's neither. Every member of your gang is generic. You can unlock different member types in the skill tree, but they have no characters tied to them, no real interaction with them beyond unlocking skills to improve them, and they don't even look different from the enemy gang members besides the color swap.
Super disappointing, almost as bad as Black Flag's Crew "system".
