From what I've read, it's quite balanced at first, but towards the end of the game you seem to play more as Jacob during story missions, but I have yet to find out myself because I just purchased the game. But of course you can just stick to Evie for the most time while freeroaming and exploring the map. And there should be enough side missions for Evie to pretty much balance it out.
Also, you can play three characters in this game, although the third character has a smaller area of London to freeroam, but it is very epic.
Mind blown. I didn't know that.
